If you are on php-fpm, you would need to create a separate pool with a different open_basedir setting.

Does that .user.ini file allow you to set up important variables like open_basedir? I read that it only allows directives in PHP_INI_PERDIR and PHP_INI_USER modes.

I just want to be able to honor my special needs on my development box. Before this, I often found myself setting all httpd_*-rules to "on" and chcon a lot of directories in my homedir. The method above accomplishes the same with a lot less hassle :)
